Program Rationale  

Efficient project management has been a  concern of all those in charge of preparation, implementation, monitoring and evaluation of development programs. Moreover it has been widely acknowledged that a properly planned project addressing the real needs of target groups cannot be achieved without a full and accurate analysis of the existing situation. 

The Logical Framework developed in the 1970s is a tool which consists of an analytical approach to project formulation, and a way of presenting the results of this process that makes it possible to systematically and logically define program. Project goals, objectives and the causal relationships between them. It also helps to indicate how to check whether those objectives have been achieved and to establish what assumptions outside the scope of the program/project may influence its success. 

Objectives  

The overall objective of the program is to acquaint participants to an integrated approach to project cycle management. Specifically the program will aim to: 

  • Introduce Logical Framework Analysis as a tool for program/project formulation, planning, monitoring and evaluation.
  • Provide hands-on opportunities for field situation analysis and problem identification using problem tress.
  • Facilitate understanding of Results Based Management of development programs.

Program Rationale 

NGOs and Banks are facilitating various development interventions with significant participation of Self-Help Groups-enterprise development, drudgery reduction through promotion of non-conventional energy devices, appropriate technologies, health services, and even representation in local governance. Starting with small 'thrift and credit' activities, these groups have become platforms for empowering the rural poor. Membership in SHGs offers opportunities for leadership development and management capacity at village level.  Creditworthiness of the rural poor has been enhanced and now banks and other financial institutions are now forthcoming to extend capital to the poor. Sustainability of these groups is an area of concern as is there contribution to the development process at large. This calls for orientation of development workers to help foster these significant local institutions. 

Objectives 

The overall objective of the program is to create an understanding of Self-Help as a means (an implementation strategy) rather than an end (activity) within the development process. At the end of the program, the participants will- 

  • Understand the principles of Self-Help as a development approach
  •  Appreciate the role and functions of various actors (NGOs, banks, government agencies) in promoting   self-help at village level
  • Awareness about bank linkages and other fonnal proces~ conditional to enterprise development
  •  Develop a conceptual understanding about credit-based development initiatives

Program Rationale 

Health is an issue central to the process of development.. Without Health, sustainable development is neither possible nor worth its while. Therefore community health interventions need to be integrated with other interventions for livelihood creation, social empowerment, natural resource development   and management. 

In BAIF's experience, demystifying science and building local capacity (and subsequently delegating primary health care) have been effective ways of ensuring people's participation. BAIF has been successful in achieving health development through several (non-medical; preventive) interventions such as promotion of kitchen gardens, self-help groups for primary health care, training village health guides, school based programs for water chlorination and hygiene. Its time other agencies, esp. Government PHCs consider this approach in their efforts. 

Objectives 

The overall objective of the program is to develop an understanding about the interlinkages between health and development. 
Specifically the program will aim to:

Program Rationale 

A move towards more flexible, sustainable agricultural practices is being seen increasingly as the way to address or avoid environmental and economic problems associated with existing, predominantly intensive, farming systems. This program examines the implications of adopting more ecologically sound agricultural practices at the small-holder farmer level with an emphasis on human and social aspects along with agronomic and economic considerations. Experiences in facilitating and managing change in conventional agricultural systems will also be a value-adding aspect for development workers.

  •  To familiarize participants with the history, philosophy, methods and techniques of SA
  •  To enable participants to develop and understand the low cost SA technologies and their applications with field demonstration.
  •  To provide a forum for experience sharing and help them to exchange their ideas.

Program Rationale 

Many development programs face problems in ensuring long term sustainability of interventions. This has been attributed to inadequate community participation in program planning, implementing and managing as a critical issue. The need for greater participation has been addressed by using "methods such as PTD, PRA but it has been found that they have not been sufficient to sustain and ensure people's involvement. This has led to the formation of local Peoples' Organisations as partners for implementing and managing interventions. 

Peoples' Organisations function as vehicles for the development of skills, competencies and financial resources which will eventually enable the program/ agency to withdraw from its current area of operation. However, it has been observed that once the program/ agency has withdrawn some small groups continue to function around core (anchor) activities, while others cease to exist. Thus emerges the need for fostering i.e. planned facilitation and capacity building as an ongoing process. . 

Objectives 

  • Sharing and understanding the process of PO formation.
  • Identifying capacity building needs (stagewise) of POs w.r.t. to their own as well as to sustainability of the development process
  • Exploring avenues for groWth of pas into community development organisations

Program Rationale 

It is widely acknowledged that it is very difficult to capture and record impacts of social development processes. Many development professionals are able to describe their implementation approaches, strategies, outputs and outcomes informally and orally, but lack the skills and time to systematically analyse and document their efforts, much less draw learnings out of their experiences. Impacts and outcomes are mostly recorded in the form of quantitative data - facts and figures, and the process of achieving those figures is often overlooked and/ or understated. 

More than an administrative requirement, documenting the process based on information from all possible sources, and actors is not only an ongoing task but also is necessary for any self- learning development organisation, for their growth and sustainability . 

Objectives 

  • .Orientation to the need and importance of documenting and disseminating experiences in facilitating development processes.
  • .Developing understanding about development process indicators and systems of information gathering in the context of organisational self-learning.
  • .Building on writing and presentation skill

Who can attend?

Program Rationale 

Livestock are an important natural resource in most development countries. More than half of the rural population (smallholders) depend at least in part on livestock for their livelihood. It is also a key element in raising farm productivity, and its difficult to conveive of sustained increases in smallholder production without attention to livestock development. Despite this, majority of livestock keepers have benefited only marginally from formal research and extension systems. Therefore, national extension systems need to be more comprehensive in content and participatory in their extension efforts if the `real' target group has to be reached. 

Objectives 

The overall objective of the program is to facilitate incorpation of new approaches on livestock (dairy cattle) production into strategies for rural development. Sepecifically, the program will aim- 
 

  • To acquaint participants with concepts and straegies for sustainable dairy farming, including elements of gender issues. 
  • To develop skills in application of participatory appraisal techniques (PRA) for problem identification and indicator-based monitoring of cattle development activities. 
  • To provide participatns with a wider range of extension menthods for technology and knowledge transfer.

Program Rationale 

Greater empowerment of women is recognised as an essential precondition for elimination of poverty and respect for human righrts. Even then millions of women around the world still have to work harder than men to secure their livelihoods, have less control over income and assets, have a smaller share of opportunities for huma ndevelopment, are subject to violence and have a subordinate social position, and are poorly represented in policy and decision making. 

Differences between men and women are both biologically and socially determined. Biological (or sex) roles mark the fundamental differences whereas social or gender roles are highly variable and set by convention and other social, economic, political and cutlural forces-which can bechanged and renegotiated. 

Objectives 

The overall objective of the program is to enhance participants understanding of gender issues and strengthen gender sensitivity by promoting gender-responsive development interventions. 

Specifically the program will aim to: 

  • Facilitate exploration of gender issues and their reasons.
  • Help participants examine their values, attitudes and behavior in relation to gender roles and role expectations at home and at work.
  • Explore methodlogies for understanding and dealing with gender issues that exist at conscious and unconscious levels within communities.

Program Rationale 

Current thinking believes that " Development without Research is Outdated, and Research without Development is Academic." To be able to learn, any development organisation must systematically collect, analyse and feedback information from the field. Therefore developing analytical skills and research capabilities among field staff has become important and necessary. Typically development projects focus on specific activities and do not consider methods to build anlysis into a program. 

Orientation to applied research methodology- quantitative and qualitative, scientific and social combined with action-learning methods would help field staff of development organsiations address problems and probable situations in a more methodical way, therby improving their capabity to become `self-learning organisations'. 

Objectives 

  • To orient the field staff towards research as an approach of work- clarity about the role/ models as a researcher
  • To arrive at a common understanding of the terms like - Research, Participation, Technology, Development and to help understand the links among them.

Who can attend? 

Development professionals with an aptitude and scope for research in the work areas. Some familiarity with statistical methods is desirable.
