This is to invite you to the Central India Convention on "Towards a National Dalit Policy" being held at Raipur on 26-27 March 2006. This convention is being organized at a crucial juncture where all space of the Dalits are loosing out of the hands, particularly the little space being  built through reservation. UN declared the decade 1994-2004 as the decade of indigenous people, but Dalits were not considered to be indigenous by the national state nor any such discussion was undertaken by any agency.

Since we know the Dalits are the historically broken and scattered people, the oppressed masses, there is no hesitation in our mind with regards to the indigenous character of Dalits. The question of working on policies related to the different communities at the margin is becoming a common practise at  the national level, particularly by the state. The state is going on deciding the policies and perspectives with respect to women, Adivasis, Dalits and workers, without even consenting with any of the concerned humanities.

Presently at the national as well as the state level the situation is that none of the communities have any say in anything being decided about their status. Further any right to bring any proposal or amendment also remains
within a small caucus of elite from among the already developed individual, who seldom support the community. What and how the community feels is just out of context. This is where the community's involvement is unavoidable.

Hence it is vital that the communities, organisation, groups and movements come together and built up their own perspective and position on what could be a policy at large. This is also essential since such a process had
already begun in South and other parts of India, which needs clear insights and intervention from Dalits in Central India. Since people from Madhya Pradesh, Jharkhand, Orissa, Vidharbh and Chhattisgarh are supposed to join
this process, it could clearly define the hopes and aspirations of Dalits living in the central region of India. We also invite people from other regions and states to join us and share with us your experience and insights.

  Dalit Mukti Morcha had been working with the Dalit communities in Chhattisgarh and therefore it would take up the responsibility of initiating  this process. We are happy to arrange simple accommodation and food, however
we are not in a position to provide travel fair. If anyone badly needs any such support then please get back to us as soon as possible, we could arrange for one way fair of II Sleeper/bus fair, provided proper tickets are produced.

  We once again warmly invite you to this convention. Please feel free to get back to us with any questions and queries. It would be nice if you could send us a word of confirmation. All are requested to reach the venue by 25th
evening or 26th morning. We would start the Convention from 9 am on 26th March 2006 and remain in the two processes till the end.

Note: Raipur is well connected by road and rail. It is on the Mumbai-Howrah route situated approximately 300 kms from Nagpur. Gass Memorial Centre is situated at the most central part of Raipur called Jaistamb Chowk. From the railway station or the bus stand, a rickshaw can be taken for Rs. 15/- per person towards Jaistamb Chowk. This centre is pretty
known in this area.
